"The Joint Commission on Mental Illness and Health received a mandate from Congress to survey the resources and to make recommendations for combating mental illness in the United States. An extensive study has been made by experts under the sponsorship of the thirty-six organizations making up the Commission. This study, while comprehensive, is not exhaustive because of the nature of the problems involved. This final volume contains a resumĚ of the findings and the recommendations. Mental illness involves so many complexities--biological, chemical, psychological, and social--that we do not presume to present wholly definitive conclusions or universally approved recommendations. But the study has been thorough and conscientious. Its proposals are bold and challenging. It remains for legislators and leaders in the mental health field to select for implementation those recommendations that seem immediately practicable and to press for the realization of others so far as they appear urgent and attainable. The purpose of this final report of the Joint Commission on Mental Illness and Health is to arrive at a national program that would approach adequacy in meeting the individual needs of the mentally ill people of America--to develop a plan of action that would satisfy us that we are doing the best we can. Our proposal is the first one in American history that attempts to encompass the total problem of public support of mental health services and to make minimum standards of adequate care financially possible"--Book.
