| Summary |
The Southeast Center for Teaching Quality (The Center) has conducted a study of the costs of high quality Teacher Preparation on behalf of the Regional Education Laboratory at SERVE and at the request of the Alabama State Department of Education. In light of the recommendations issued by Alabama's Task Force to Improve Educator Preparation and the recent revisions to the rules for preparing teachers and administrators, a more comprehensive understanding of the costs of implementing and maintaining high quality teacher preparation is essential for the state. The intent of the study is to provide some guidance to policymakers in Alabama about the types of investments necessary to ensure that the state's preparation programs will be able to faithfully meet these new expectations and provide quality training for the state's new educators. The Center presents three primary findings in the full report: (1) Education programs overall and teacher education programs in Alabama have expenditures below high quality matched pair comparison institutions, in multiple areas; (2) Education programs spend less than other clinically based programs within the same institution. The funding discrepancy is more pronounced in Alabama than within the comparison institutions; and (3) Considerably more data needs to be collected nationally, as well as in Alabama, to better understand the relationship between expenditures and components of quality teacher preparation. Based on an analysis of these primary findings, the Center recommends: (1) a reassessment of current teacher preparation funding programs; (2) the creation of systematic, aligned data systems that allow for better measures of quality and effectiveness; and (3) more analysis to better understand the cost of providing a high quality preparation experience for teachers in Alabama and across the nation.
