Former CIA agent Marcus Malone hunts for a Japanese terrorist who is building a nuclear device to destroy an American city. The terrorist is doing it in revenge for the atom bomb dropped on Nagasaki in World War II. To lure him, Malone poses as an arms merchant selling red mercury, the final ingredient.
