Summary New York City's Federal Hall was the site of the first federal Congress' meeting in 1789. The site was built in 1700 as New York's City Hall and later demolished in 1813. After the first and second sessions of Congress in 1789 and 1790, the seat of government moved to Philadelphia until 1800, when it relocated to Washington, DC.
