Summary	The Committee was formed in the spring of 1992 and developed a mission to "conduct a comprehensive and objective survey of Windsor town [and school district] policies, practices, procedures, operations, and services, to identify ways to increase productivity, improve service levels, and reduce unit costs over time in Town Government". Their findings are detailed in this report which was presented to the Town Council in November of 1992.
