Summary The North Carolina convention for the ratification of the Constitution met in July and August of 1788, but adjourned because the proposed Constitution did not include a bill of rights. Rather than ratify the document, North Carolina adopted the Declaration of Rights shown here in a broadside copy. The Constitution became law without North Carolina's approval, and the state later ratified the Constitution on November 21, 1789, after the Bill of Rights had been proposed.
