Summary |
In late 1863, President Abraham Lincoln proposed lenient terms for readmitting Confederate states, but many Republicans—led by Senator Benjamin F. Wade and Representative Henry Winter Davis—wanted harsher terms. This handwritten bill contains their proposal, which Lincoln vetoed. After his death, however, Congress returned to these harsh measures. |
